PADI sells an online ReActivate review. You don’t need it for our refresher, which focuses on skills and comfort in the water, whatever agency you trained with.

If it’s been a while since your last dive, or you don’t feel sure about your skills, yes. It’s much better to shake off the rust with an instructor than on your next trip.
Yes. The refresher is about skills in the water, not agency theory, so any certification works.
